BCD Implementation of House Bill 3462 (2009)

House Bill 3462, passed by the 2009 Legislature, directed the division to do two things. The first required the division to establish a renewal process for Oregon-issued certifications that include application and fee requirements for inspectors, plan reviewers, and building officials (Phase I). The second authorizes the creation of a pilot program to train and certify individuals as specials inspectors authorized to enforce portions of the specialty codes (Phase II). The division is implementing HB 3462 in two phases. Phase I was finalized at the end of 2009 and Phase II will begin in early 2010. The page will provide important information and updates for building officials, plan reviewers, inspectors, and continuing education providers across the state about the new requirements set forth by implementing this bill.

Certification Renewal Process (Phase I)

Phase I implementation established a renewal process for Oregon-issued certifications that include application and fee requirements for inspectors, plan reviewers, and building officials. With the assistance of a rule advisory committee that included representatives from local jurisdictions and industry, the division has developed a statewide certification renewal process for Oregon Inspector Certifications. Work on this phase wrapped up in late 2009 and the rules implementing the process become effective July 1, 2010.

Pilot Training Program (Phase II)

Phase II will establish a pilot program to train and certify individuals as specials inspectors authorized to enforce portions of the specialty codes. The division will use a rule advisory committee in the development of this program and is currently soliciting the names of interested parties who would like to serve as committee members (see communication below). The deadline for submitting names is 5 p.m. on Wednesday, February 3, 2010. Check back soon for more updates.
