Information for Manufacturers and Converters

All manufacturers of recreational vehicles shall register with the Division each manufacturing facility which produces or intends to produce two or more recreational vehicles per year that will bear or are required to bear an Oregon insignia of compliance and be offered for sale in Oregon.

Application for Registration

Manufacturers seeking Oregon certification must first register with the Division, submit and have received Division approval of the quality assurance manual and plans. At the convenience of the Division, the manufacturing facility will be inspected by the Division and a certification report will be issued verifying the manufacturing facility's ability to follow the procedures outlined in its approved quality assurance manual. Bulk insignia use by the manufacture will then be authorized by the Division.

To maintain consistent compliance with these rules the Division inspects recreational vehicles at each facility selling, offering for sale or displaying for sale, the manufacturers products whether for wholesale, retail or consignment.

Re-certification inspections performed at the manufacturing facility a minimum of every two years shall evaluate the manufacturer's compliance with the rules adopted by the Division.

This is a "documented activity performed to verify, by examination and evaluation of objective evidence, that applicable elements of the quality system are suitable and have been developed, documented and effectively implemented in accordance with specified requirements." Essentially this is a "compliance audit", the manufacturer's written procedures and work instructions are matched to the actions taken in the manufacturing process to produce the product. It is a "say what you do--do what you say" approach.

A fundamental part of the in-plant inspection is the documentation procedures used by the Recreational Vehicle Program during the inspection of a Manufacturer. The American Society of Quality's Certified Quality Auditor certification has expanded on the foundation in which inspections are performed. These inspection procedures are designed to assist the manufacturer in improving their Quality Assurance program. The use of uniform questions for company inspectors, informing the manufacturer of exactly what is to be examined during the inspection are all part of the consultation. A notification letter and survey are sent to the manufacturer 30 days prior to an inspection. The manufacturer has the opportunity to gather all necessary documents, check the production schedule for vehicles destined for Oregon Dealers and allow key people to be available for the inspection.

The following standards are adopted by reference as the standards under which recreational vehicles are to be manufactured:

The American National Standards Institute (ANSI) Standards appearing in Pamphlet ANSI 119.2 (2002 edition) under the title "Standard for Recreational Vehicles" for construction, manufacture, alteration, repair and conversion of recreational vehicles except park trailers.


The American National Standards Institute (ANSI) Standards appearing in Pamphlet ANSI A119.5 (1998 edition) under the title "Standard for Recreational Park Trailers" for the construction, manufacture, alteration, repair and conversion of park trailers as amended in this rule.

Alternate exits in all lofts and second stories equal to those required in Chapter 3, Section 3-3 of ANSI A119.5; and

A smoke detector installed in any loft or second story to the requirements of Chapter 3, Section 3-4 of ANSI A119.5.
