Overview
One of Governor Kulongoski's regulatory streamlining initiatives passed at the 2003 session gave the Department of Consumer and Business Services' Building Codes Division the authority to implement an e-permitting pilot project in the Portland metro region. Launched in May 2005, the e-permitting pilot Web site was an instant favorite of contractors who said e-permitting saved them time and money. In December 2005, House Interim Chair of Business, Labor & Consumer Affairs, Alan Brown, appointed the Statewide E-permitting Workgroup, including Rep. Mike Schaufler and Rep. Kevin Cameron, to explore expanding the successful e-permitting pilot into a fully interoperable, statewide system.
 
Background
The Department of Consumer and Business Services' Building Codes Division is identifying the resources necessary to develop a system or network that provides electronic access to building codes information and services throughout the state.
 
Legislation
SB 713 was one of several streamlining bills approved during the 2003 session. This bill allowed the division to study e-government solutions for building codes regulations and persue the establishment of a pilot project in the Tri-County area. Based upon the success of the pilot project implemented in May 2005, the 2005 Legislature passed HB 3097, which eliminated the sunset on the division's authority to study and implement the pilot project. The bill expanded the division's ability to provide e-permitting systems statewide.
 
Statewide E-permitting Workgroup
In February 2006, the division formed a joint workgroup with the House Interim Committee on Business, Labor and Consumer Affairs to work at legislative solutions, if any, to provide construction contractors and businesses access to building permit services via an electronic system. The workgroup recommended that the division contract with a consultant to perform the study.
 
Task Force

The workgroup created a task force to issue a Request For Proposals (RFP) to a consultant to assess issues surrounding a statewide e-permitting system, and to assist the division develop, review and oversee the study.

 
Focus of Study

The study will address the following elements of a statewide e-permitting system:

· Scope/size of project; features and geographical locations

· Cost - start-up and on-going (state and local government)

· Cost savings/benefits

· Implementation time

· Needed resources

· System availability (what is possible)

· Impact to state and local government

· Participation - state, county and city governments

· Necessary legislation to implement

 
Desired Outcomes

By September 2006, the workgroup intends to provide recommendations to the House Interim Committee on Business, Labor and Consumer Affairs. Here are some of the initial desired outcomes of a statewide e-permitting system:

· Promote consistency and predictability

· Increase timeliness and save money

· User-friendly
